[TSVN] doc translations

Hi translators,

You might remember Lübbes suggestion to use the xml2po tool for our doc
translations. The problem was that the xml2po from KDE wouldn't compile
on Windows. But now, I found that Gnome has a similar tool, written in
python! So I spent the last three hours playing around with that tool
and modifying it so it would run on windows too.

So, our doc folder now contains that xml2po tool for you to use. I
haven't written a batch script to convert translated po files back to
docbook xml files - I'll leave that to Lübbe, because he's better in
writing such scripts than I am anyway.
The only thing you have to do before you can use this tool is to install
the libxml2 python bindings first (you should have installed python
already of course). Get those from here:
