What version are you using? Current is 1.6.17.

This was added sometime in the 1.6.x releases, probably 12-18 months
ago. I use working sets from the Package Explorer and this feature
has always worked for me. There are also a number of Team options
enabled for the working set, such as Update/Commit etc...
