The specific use case which this one seems to always come up for is
"log message templates". Obviously, the underlying infrastructure has
many more uses than just that, but it's a decent one to spec things
out with.

Karl Fogel has expressed interest in doing this one. He just moved
across the country, but ought to be back online Real Soon Now. He
seems to have a pretty clear idea of how it should be implemented.
Perhaps he'd be interested in tag-teaming it?
