[SoC] Per directory server-side configuration

Hi guys,

I think server-side client config last cropped up when talking about log
message templates but generally it would be a really useful subversion
feature. Essentially the requirement is to store per-project client
configuration on the server-side and have the svn libraries make use of
that. The obvious immediate application for this is to manage
auto-props reliably and centrally, and I'm sure that the future would
bring more uses.

The project might be a little big for SoC but if so then maybe we could
decompose the requirements a little and put the pieces up on the task
ideas page?

After all - if you don't ask, you don't get ;)
