I was just looking at this (took a few tweaks to get neon 0.25.3 to
build on Windows, also). The code in the unix generator looks for the
.version file in the neon source directory and uses that to
conditionally set the SVN_NEON_0_25 define.

So the Windows generator needs to do the same thing. I'll try to get
to it as soon as I can (hopefully tonight) if no one beats me to it.
