Isn't there a repository version (like the ./format file in the bdb backend) for
fsfs? Can't you just increment that (which would prevent a 1.1 server from
reading the files) and have an automatic upgrade for 1.2 which would reorganize
db/revs when it first opens an old-style fsfs repository?
