It's often best to wait and see if something is a practical problem
before addressing it. Alan's message is the first indication of a
practical problem.

FSFS is not going to grow subdirectories of db/revs for 1.1. The
problem is not big enough to warrant a delay of the 1.1 release.

FSFS may grow subdirectories of db/revs for 1.2. It would probably be
an FS configuration option that you would have to turn on, with the
understanding that if you turn it on, you can't access the repository
with 1.1 server code any more. (I don't normally approve of
optimizations that you have to explicitly turn on, because good software
should be self-tuning. But this is an optimization most people don't
need, and one which introduces an upgrade disruption, so until 2.0 it's
probably best implemented as an option.)
