That is the subversion 1.0.0 version.

It depends. If you only need the bindings, you did not install the rest
of client. If you need the commands svnadmin, svnlook and svnversion or
the svnserve, you will need the normal install.

On the trunk it is included for the non windows systems. For the win32,
it depends if I find someone with enough knowledge in the win32 building
systems.
