The whole point of the format file is to prevent old clients from
operating on working copies they won't be able to understand. It's best
to error at the beginning, rather than choke on unrecognized
administrative data later on. This is not an anomaly, it's the design!

Of course this will be mentioned when we do a 0.33 release. (If you
build HEAD everyday, though, it's assumed that you're a developer, and
that you'd be expecting the format change from our previous mails.)
