The year is pretty irrelevant. But the version of subversion on your
old server is, and the modern subversion may not support the obsolete
format.

What version of subversion on what operating system was your original
server? And what are you tyring to upgrade to?

See above. There are obsolete versions of subversion on various
obsolete operating systems, which may be possible to virtualize easily
to gain access ot old software rather than recompoiling.
