FWIW, creating the tag with svnmucc would give that same E160020 error
after the first time:

% svnadmin create r
% svn mkdir -qmm file://$PWD/r/{trunk,tags}
% svnmucc -mm -U file://$PWD/r cp HEAD trunk tags/foo
r2 committed by daniel at 2019-11-07T13:57:38.875668Z
% svnmucc -mm -U file://$PWD/r cp HEAD trunk tags/foo
