One possible reason why nobody replied to your message yet is that you didn't provide any information about what you were trying to do when you saw this error message.

Another possible reason is that you are using an old version of Subversion, and the problem you encountered may have been fixed since then. Consider upgrading to Subversion 1.9.10, 1.10.4, or 1.11.1.
