Since you're using the TortoiseSVN client, you can find the latest release
of TortoiseSVN here:

https://tortoisesvn.net/downloads.html

(Note: the Apache Subversion project doesn't distribute binary packages of
SVN, we just release the source code. The page
http://subversion.apache.org/packages.html contains links to different
distributors of binary packages of SVN. So where to get the latest version
of whatever distribution you're using, it depends ... only if you're
building from source yourself, you can download the latest version from the
subversion.apache.org website.).
