Thanks for investigating this!

You've provided enough context for filing an issue, but just filing
an issue and waiting on it is not going to get the problem fixed.

You will have to find the attention of somebody who, ideally, is both
an SVN dev and very familiar with httpd auth framework internals.

I think your best next step is to re-open this discussion on the dev@
mailing list and share all the details of your investigation there.

On dev@ you could also include a proof of concept patch to show how you
would fix the problem based on your current understanding of things.
A patch doesn't have to be perfect on first try.
