I looked in the config.log for linker to shared libraries:

So, linker (usr/bin/ld) is not GNU ld
g++ linker (usr/bin/ld)supports shared libraries (warnings?)
gcc linker (usr/bin/ld)supports shared libraries
libtool supports share libraries
Yes to building shared libraries
No to building static libraries.

Is there anything here that is not quite right?

Here is an old email that suggests which linker flags are needed to create .so, rather than .a, shared libraries:

Perhaps edit your Makefile and add -Wl,-G to the end of the LINK_APACHE_MOD line.
