I am attaching the make and install file for completeness. Maybe there is something in the make output that tells us what the issue is.
I am at a standstill...I am hesitating starting over with 2.4..

mod_dav_svn is part of subversion-*.tar. It might be a change in Apache httpd, though --- I use 2.4 and I don't know how much testing 1.9 gets with 2.2.
