I have subversion plugin standalone and with eclipse. Sometimes I cannot use from both sides. It was crashed and could not recover but it got ok after restarting the PC.

It's also a good idea to upgrade to the latest version before reporting a bug. The latest version of TortoiseSVN as of November 2016 is 1.9.5.
