What you see in the picture above is the default directory listing
that's generated if you point a plain ol' web browser at a Subversion
repository. There's no GUI beyond a web browser there.

Best guess is that httpd is not loading the 1.9.x mod_dav_svn for
whatever reason, and that Subversion 1.7.8 is also installed on the server.
