The svnbook project has a separate mailing list here:
http://www.red-bean.com/pipermail/svnbook-dev/
That list might be a better place for your question.

The book is a volunteer project. It has been lagging behind Subversion
development for a long time. It all depends on what our volunteers put in.
The project is certainly not dead - the above mailing list shows activity.
But there aren't many people actively working on the book at present.
