That's really strange. I don't see anything wrong with the command line
above except maybe the double slash in '-L/usr/local/apr//lib', but that
shouldn't matter.

What's the output of

    $ /usr/local/apr/bin/apr-1-config --link-ld --libs

?

That's the script generated by libtoolize during autogen.sh, iirc.

You could try running APR tests, but this is a different issue.

I'm beginning to wonder if something's wrong with your libtool. You
haven't said which OS you're building on and which version of libtool
and autoconf your'e using.
