Just to be sure: that 1.9 repository was recently created with 1.9 and then
loaded via svnsync?

Or was it upgraded from previous versions?

Did you try to svnadmin load the same repository into a new 1.9 repository?
(I would be interested in that result). 1.9 should also be able to create
repositories compatible with older versions.

You might have a very interesting testcase at hand :-)

But with such a size repository it might be hard to test different variants.
