Not with the cmdline client. It's possible with the bindings
(svn_config_*).

Strictly speaking, you should care about the value at the time of the
last update/checkout that touched each file, not about the value in the
config.

There's no record of the historical values use-commit-times. However,
you can simply check whether the effect is present:

    % svn up --config-option=config:miscellany:use-commit-times=true README
    % svn info README
    ⋮
    Last Changed Date: 2013-02-21 23:12:27 +0000 (Thu, 21 Feb 2013)
    Text Last Updated: 2013-02-21 23:12:27 +0000 (Thu, 21 Feb 2013)

These values are also available as $LastChangedDate$ and stat().st_mtime
respectively.
