svnadmin hotcopy fails with E200002: Serialized hash missing terminator

Hi Users,

Creating a hotcopy of repository fails in the following scenario

Create Repository from Subversion 1.6.12, backup works fine and contains all the format related files
               Update the subversion installation to Subversion 1.8.10 (r1615264).
               Take a hotcopy of the repository -> All files copied except "fsfs.conf"
               Do some operations on the repository, like commits,..
               Again take a hotcopy of the repo -> Fails with the following exception
               'svnadmin: E200002: Serialized hash missing terminator'

- No format related files available under the "<repo>/db" folder and <repo> folder.
(i.e., format, fs-type, fsfs.conf)

It would be a great, if there is any workaround for this.

But it says, the issue was already fixed.
