No. That decision is made by consensus within the developer
community. I don't know when everyone will be happy with the
current state of trunk so we can create the 1.9.x release branch.

You can follow the dev@ list for all the details, or subscribe
to the announce@ list to be notified as soon as a release candidate
is published.
