This error is caused by passing an url to an API where a local path was expected. Whether this is a user error that should have been properly reported by TortoiseSVN or a bug in TortoiseSVN is impossible to tell for us without you showing how you invoked the operation.

I was trying to checkout projects from my svn repostitory to my working directory. I created the working directory by creating the folder, then using TortoiseSVN to create the subfolders. When I try to check out to trunk I get the above error message. I am using subversion version 1.8.3 and Tortoise SVN 1.8.2
