It's known problem in Apache HTTP Server 2.2.25:

The only known solution is to revert these buggy changes in Apache HTTP Server:

Since we need binaries, you have informed us that VisualSVN has these fixes.
Can you tell us which version / Release of Visual SVN has these fixes?
