To increase your chances of getting a meaningful response, I suggest
you explain your problem / question in plain text, in detail, on this
mailinglist, instead of referring people to a stackoverflow page
containing some screenshots. Try to explain clearly what you're doing,
what you're expecting, and what you got that was unexpected. It takes
some effort, but right now you lose at least half of the audience
immediately.
Also, from a quick peek it looks like your question is not specific to
TortoiseSVN (one of the Windows GUI's for svn), but might be just as
easily reproduced with the command line client. Again, to maximize
your chances, please try to reproduce things with the command line
client, and describe exactly the steps you are executing (a transcript
or a full reproduction recipe perhaps).
