This is no problem at all, the 32 Bit package will work just fine on
64 Bit Windows because it doesn't contain any kernel level code. Your
problem most likely is because of the differences of Windows XP and
Windows 7, e.g. that one is Admin by default on XP, but not on Windows
7. Depending on the user you used to execute saslpasswd2, where you
installed the software etc. it may simply be that Windows saves the
created password database in the virtual store of the users profile
directory.

You ca check those thins using Process Monitor while executing
saslpasswd2 and see where writes go, if some errors like ACCESS DENIED
were reported etc. or simply first look in your users VirtualStore:

C:\Users\...\AppData\Local\VirtualStore
