You have a network problem and simply can't connect to your repo using
Tortoise. Did it ever work and if, what I expect, when did the problem
start to happen? There surely was some change on the server side which
is responsible for your problem. Try other clients than Tortoise for
the command line and check if you can interact with you repo using
clients directly on the server with using the same protocols you sue
Tortoise with, especially don't use file:/// access, but svn, svn+ssh,
http or whatever you used.
