It is not possible to add directories to changelists because dev@ has
never decided how that should behave --- e.g., how 'svn up --cl foo'
should behave when 'foo' contains changelists. If you have a suggested
design spec for how changelists that contain directories should behave,
then yes dev@ is the right venue.
