what does that mean? What is the timezone under the environment where
you executed your svn statement?

The server it not the problem, as your first svn command provides what
it thinks is UTC and only this timestamp is recalculated locally to
meet your local timezone settings in the second command. The server is
not involved in those calculations, you need to know yourself if the
provided timestamps are correct depending on your local settings.
