/etc/hosts only works for the one host it is configured for. A spare
IP address would come from whoever does the DNS and networking for
your normal HTTP/HTTPS website name.

Once you've got the IP address assigned, how to activate it depends on
your operating system. Look up "virtual IP address" on Wikipedia to
get an idea of how they're used, and google "virtual IP address" and
your operating system for more details about how to set it up.
