It is generally Fedora Project policy not to do major version upgrades of
software during the lifetime of a Fedora release so Subversion 1.7 will
likely not appear in Fedora until F17 is released. Looking at the update
system [1] Fedora 16 should have Subversion 1.6.18 very soon. Feel free to
install it from the updates-testing repository or wait for it to be pushed
to stable.
