Than your experience is wrong, you got an error and should give
detailed information about that. I use most current TortoiseSVN, 1.7.6
with Subversion 1.7.4 with an Subversion server at 1.4.x. From your
original mail the only thing that I understood was IP problems because
of which you couldn't commit. But that has nothing to do with
Subversion.

This can't be, upgrading a working copy is a 1.7 feature and
downgrading the working copy is not possible.
