On Windows it's also fine on the commandline, at least with 1.7.4:

C:\Temp>svn ls \'svn://12.34.23.12/bla
svn: E170000: Unrecognized URL scheme for '%5c'svn://12.34.23.12/bla'

C:\Temp>svn ls 'svn://12.34.23.12/bla
svn: E170000: Unrecognized URL scheme for ''svn://12.34.23.12/bla'

Maybe something wrong in the way TSVN passes the argument to the SVN API?
