I agree. While the default should be to disallow any modifications
above the working copy root, I don't see a reason not to make it an
opt-in feature.

The best thing you could do is head over to the dev@ list, drive
a design discussion, get consensus on it, and ideally also be willing
to implement it (or to hire someone to do so):
