The error occurs when a tag is created by copying from a URL to a URL as
well. Note that the clients are all 1.6 at this time. If it is helpful I
can try to setup some tests with a 1.7 client.

To make sure I understand the issue, should I be concerned about the
repositories and our ability to reproduce the history or recover from any
corruption that this bug may have caused?
