You shouldn't *have* to do intervening upgrades. But I strongly
encourage you to do thorough backups before proceeding, especially on
the server.
And where the installer is depends on what OS you are working on.
CygWin and TortoiseSVN for Windows have up-to-date releases. Old Linux
releases, such as RHEL 4, are probably never going to get an
up-to-date release. because the dependencies have changed too much.
RHEL 5 and 6, I'm trying to set up a github repo for source code to
submit to repoforge, but have been a bit busy lately. (Don't ask.)
