Ok, i've found the problem.

With my new server, i want to support IPv6, so i've compiled apache
2.2.x with IPv6.
Server have no IPv6 address BUT kernel and all programs was compiled and
support it.

First problem came with Redmine, when all my POST form make error 500.
I've rebuild apache without IPv6 and all works fine ...

But i forgot APR 1.x. So, my apache was built with

-D APR_HAVE_IPV6

I recompile APR without IPv6 support and Apache, and now ... all works fine.

So the "bug" is not from Subversion or Tortoise but from my server and
ipv6 ...
