You'll need to get a fresh checkout.

This error is due to a dormant problem in the 1.6 working copy (i.e.
you would have run into this with 1.6 as well eventually).
We aren't sure yet whether it's possible to make the upgrade code work
around this in a future release. We don't really know what the problem
in the 1.6 working copy really was.
