1.7.0-rc2: abnormal program termination on Windows

With the pre-built CollabNet binaries from
https://ctf.open.collab.net/sf/go/rel2972, I get an abnormal program
termination, if the URL is not valid:

This application has requested the Runtime to terminate it in an unusual
way.
