Very strange...I added
http-proxy-exceptions = *.MYDOMAIN
to the [global] section of %appdata%\Subversion\servers and now it works.
Looks like something edited my registry (I don't recall doing it) to
add a bad proxy to
HKEY_CURRENT_USER\Software\Tigris.org\Subversion\Servers\global
Sorry for the noise, hopefully this helps someone else.
