First of all, this only applies if Mario ran 'svnadmin upgrade' using
a 1.7-dev through 1.7.0-alpha3 client.

Second of all, don't you get the error documented in
<http://subversion.apache.org/docs/release-notes/1.7#revprop-packing> in
that case?
