That post is over 3 years old, written by someone who is not
affiliated with the Subversion project as far as I can tell.

1.7 is in the alpha release stage so this new feature, if it were to
happen, wouldn't come until 1.8 (and this is noted on the issue
tracker, as it's labeled 1.8-consider).
