The format is published in the form that it is documented in the source dowload.
But it is not intented to be read directly by 3rd party applications, its format can change in incompatible ways between SVN releases.

Isn't there a perl-svn module somewhere on cpan?
Not even a local installation (chroot or similar)?

You could also write a small C program linking statically against the subversion libraries...
