It's been advocated more than once to have these kind of efforts on
branches. Every time (so far) the consensus seems to be that these
efforts get more attention when performed on trunk.

Personally, I'm with the "do it on a branch until nearly done" kind of
strategy. Even if that means less attention, it also means less
blocking of other features.
