One way around this is to use the builtin webserver of TRAC, or has this

You always need write access to the files that make up a repository,
regardless of whether you want to write to the repository or not. Think of
e.g. lockfiles. That said, I'm not 100% sure this still applies to FSFS
repositories, it definitely was true for BDB repositories.
