This sounds like an issue with Windows 7, the indexing service and/or anti-virus, and Subversion's usage of temp files. This issue has a hotfix available, and I have been running Win7 w/ the indexing server re-enabled on SP1 without a hitch for a week or so now. More information and links to the hotfix:
