You have left out much of the detail which would be needed to help with this
problem.
* On the system where it works, what is the OS? What is the checkout
command you are using?
* On the system where it fails, what is the OS? What is the checkout
command you are using?
* Are the two svn clients working only on local disk? Or is it something
like a network file share?

That might be enough information to get started.
