Which version of Subversion are you using?
The error message has already been improved in 1.6.11, relevant commit
message below.

   Tell svn+ssh:// users how to get error messages from ssh when there
   is a connection problem.
   Justification:
     Not everyone realises that svn passes the -q option to ssh by default.
